3.1. General description of the administrative system

In Belarus there are two levels of state governance: national and local. The local level has three sublevels: regional, basic and primary.

National level of administrative system is presented by the highest authority - Council of Ministers, as well as the number of ministries and state committees. Local level of administrative system is presented by the system of local government which includes Executive Committees of relevant administrative-territorial units. Thus, Executive Committees of primary sublevel (rural and urban settlements, towns of district subordination); of basic sublevel (cities of regional (oblast) subordination; district) and regional (oblast) sublevel are included into the system of executive power and they are determined as bodies of local governance.
