Апелляция -это возможность для  участника процесса планирования опротестовать  решение вышестроящих органов или отказ в выдаче разрешения на проведиение проектных или строительных работ, а также условий указанных в нем.

english definition:

The process whereby a planning applicant can challenge an adverse decision, including a refusal of permission. Appeals can also be made against the failure of the planning authority to issue a decision, against conditions attached to permission, and against the issue of an enforcement notice. In Belarus state bodies, organizations, legal entities and persons involved in architectural, planning and construction activity can appeal a decision of  the state expertise body  on architectural, urban planning and building projects in administrative   order  or in a court. It is possible to make  an appeal to the superior body (bodies) or to a court  against a decision of the state building inspection to  refuse  issuing  a  permission on construction works.
