Утверждение проекта является заключительным актом процесса разработки проектно-планировочной документации. Утверждание проекта по представлению соответствующего органа государственного управления осуществляется согласно Положению о порядке утверждения градостроительных проектов. Внесение изменений  в утвержденный проект осуществляется по решению органа его утвердившего, в соответствии с обоснованием , представляемым органом архитектурной и градостроительной деятельности совместно с разработчиком данного проекта.

english definition:

Approval of  a spatial plan  is the final stage in  the process its elaboration. It  is to be done according to the procedure specified  in the "Order on approval of planning documents".  Alteration of the approved earlier plan or project can be made under the decision  of the body which has endorsed the document. Justification for alteration is to be submitted by the local architectural-planning body co-jointly with project/plan developer.
