Условная граница,  на которой должно осуществляться размещение внешнего контура зданий и сооружений; линия застройки  определяет конфигурацию застроенных и открытых городских пространств. Она может совпадать с красной линией, отступать от нее или от границ земельного участка.

english definition:

 A line fixed at a certain distance from the front and/or sides of a lot, beyond which the building may not project. The building line  determinates configuration of open and build up areas. It   regulates building placement on affected lots to allow for potential long-term street widening or, in some cases, preservation of open spaces.  It can be coincided  with the red line or  deviated from it or from the boundaries of the plot.
