Строительные нормы и  правила (СНиП) и строительные нормы  Республики Беларусь (СНБ) - нормативные документы,  которые определяют  задачи,  обязанности,  права, ответственность различных участников процесса проектирования и строительства. СНиПы  и СНБ устанавливают  правила , которые определяют  правила, нормы, критерии и процедуры, направленные  на обеспечение приемлемого уровня безопасности при сторительстве и эксплуатации объектов строительства. СНБ оговаривают все виды строительно-монтажных работ,  например, таких как  ремонт, реконструкция, реставрация жилых и общественных зданий и сооружений, т.д.

Building regulations (norms) are  a set of rules that  fixes order, procedures  and standards  towards the minimum acceptable level of safety for construction and operation of constructed objects (buildings and non-building structures). The main purpose of  building regulations (norms) is to protect public health, safety and general welfare as they relate to the construction and occupancy of buildings and structures. They specify commitments, rights and  responsibilities of all actors engaged in the process of planning and construction.  In Belarus it is still used building regulations elaborated during Soviet Union period, however, step-by- step  new building regulations are  displacing by  local ones. New Building norms regulate, for example,  overhauling, reconstruction and restoration  of dwellings, public buildings and constructions, etc.
