A permission enabling the right to use a plot of land within the territory of the human settlement for construction or for carrying out other construction changes towards real estate.  Building right includes a set of documents verifying  a right of the owner, tenant, holder or user of a real estate to conduct certain works related to construction within the borders of the particular site. It can include the following activity: construction, re-construction, renovation, capital repair, maintenance, facades painting, inside space changes, re-equipment,  territory accomplishment, etc.
