"Оценка воздействия на окружающую среду подразумевает определение уровня экологической опасности, которая может возникнуть в процессе осуществления хозяйственной и иной деятельности в настоящем или будущем и прямо или косвенно оказать отрицательное воздействие на состояние окружающей среды и здоровье населения; оценкy соответствия планируемой, проектируемой хозяйственной и иной деятельности требованиям природоохранного законодательства; определение достаточности и обоснованности предусматриваемых проектом мер по охране окружающей среды."

Environmental impact assessment - EIA

EIA is an important precautionary instrument of environmental protection. It helps to prevent, reduce or mitigate the adverse environmental effects associated with a development project by subjecting the development proposal to systematic, prior scrutiny according to a set of defined minimum procedural and material standards. EIA is a part of a number of administrative procedures concerned with determing whether a proposed development project is to be permitted. EIA is used to forecast, describe and assess the environmental effects of a development on human beings, fauna and flora, the soil, water, air and landscape, moreover cultural and other material assets. As a precautionary instrument, EIA is characterized by the integrative approach it adopts and by the principle of early appraisal .
