A part of  human settlement's territory or administrative-territorial unit or other territorial entity where specified requirements and limitations for territory usage  are define for each function. It is done based on the estimation of the existent type of functional use and forecast on perspective development, requirement and limitations. Functional regions are to be recorded  in the spatial planning  cadastre.
