A land use plan designates the future use of reuse of the land within a given jurisdiction’s planning area, and the policies and reasoning used in arriving at the decisions in the plan. The land use plan serves as a guide to official decisions in regard to the distribution and intensity of private development, as well as public decisions on the location of future public facilities and open space. It is also a basic guide to the structuring of zoning and subdivision controls, urban renewal, and capital improvement programs. In Belarus land -use plan by its meaning and function is similar to the detailed plan.
