План -- это определенный порядок, последовательность осуществления намеченной на конкретный период программы (работы) с указанием ее целей, содержания, объема, методов и средств, последовательности и сроков выполнения. Проект состоит из утверждаемой и обосновывающей частей. Требования утверждаемой части обязательны для исполнения всеми юридическими и физическими лицами. Состав графических, текстовых и табличных материалов утверждаемой и обосновывающей частей различных видов проектов определяется специальными нормативными документами.

There is two meanings: plan and project. Plan is certain order, sequence of program (activity) implementation where the aims, content, volume, methods, means and resources, order and terms are specified. Project consists of approved and justified parts. Requirements of approved part are obliged to be implemented by legal and physical entities. The structure of graphic, text and tables of approved and justified parts for all types of plans is specified by special standard documents.
