Основными планировочными элементами являются квартал, группа кварталов, микрорайон, район с определенным функциональным назначением и особенностями градостроительной организации; на региональном уровне -- системы расселения.

The main planning elements include residential block, group of residential blocks, district with certain function and particularities of spatial organization; at the regional level -- settlement systems. There is a number of planning elements of both conceptual and instrumental importance. The key planning elements are: axes, functions of comprehensive spatial planning, zones/land-use  categories, planning targets/guide values/target values, central-place systems.
