Официальное разрешение, выдаваемое муниципалитетом, часто сопровождаемое условиями, необходимыми для  предлагаемого развития. Разрешение может быть выдано в форме планировочной схемы или подробного планировочного приложения. В Беларуси в градостроительном контексте данный термин не применяется.

Planning permission

english definition:

Formal approval sought from a council, often granted with conditions, allowing a proposed development to proceed. Permission may be sought in principle through outline planning applications, or be sought in detail through full planning applications. This term is not used in planning activity in the Republic of Belarus.
