national definition:Представляет собой линейно-узловые образования, включающие планировочные оси (линейные структуры) и планировочные узлы (центры). Различают каркасные составляющие природного и антропогенного (урбанизированного) характера. Планировочный каркас Республики Беларусь формируется на основе сочетания устойчивых в пространстве и времени планировочных элементов:национальной системы расселения и национальной экологической сети. В ГСКТО-2015 выдвигается парадигма территориального развития - переход к модели территориально поляризованного развития планировочного каркаса. Модель территориально поляризованного развития планировочного каркаса предполагает такое взаимное развитие сиcтемы расселения и экологической сети, при котором обеспечивается снижение конфликта между урбанизацией и охранного природного комплекса страны, устойчивое функционирование экологической сети и всех ее составляющих, экономически эффективное и территориально компактное развитие расселения.

National Plan of Spatial Development suggests a new paradigm of development: transition to the model of territorial polarized development of the spatial structure. It implies a mutual development of the settlement system and green network to reduce conflict between urbanization expansion and requirements for nature protection, to provide sustainable functioning of green network and its components, to promote economically efficient and territorial compact development of the settlement system..
