Rail transport favors concentration. Accessibility only by cars favors a dispersed structure. In line with our ongoing efforts toward multi-core urban development and balanced growth throughout the city, we will promote the proper allocation of urban functions in areas identified as "urban cores," according to the roles to be assumed by each area. Through deliberate decentralization, we will create energetic new city centers, each with its own identity, expertise, and charm.
