bygherre

Bygherren er den person, institution, organisation eller selskab i et byggeri, der har det overordnede ansvar for alle byggeriets aspekter og kan både være privat og offentlig. Bygherren bestiller eventuelt opgaven hos en entreprenør. Såfremt bygherren ønsker at gennemføre større bygge  eller anlægsarbejder, der kræver udarbejdelse af lokalplan, kan kommunalbestyrelsen forlange, at bygherren yder kommunen bistand til planens udarbejdelse. I praksis er det ikke ualmindeligt, at bygherrer selv udarbejder lokalplanforslag, specielt for store bygge  eller anlægsarbejder. Forslaget skal dog stadig vedtages af kommunalbestyrelsen.

A developer is a person, institution, organization or company who is responsible for a development project and may be either private or public. The developer might order the actual construction from a contractor. If the developer wishes to implement a project that requires the preparation of a local plan, the municipal council may require that the developer assist the municipality in preparing the plan. In practice, the developers often prepare a local plan proposal on their own, especially for major projects. Nevertheless, the municipal council still has to adopt the proposal for it to be valid.
