Et af grundelementerne i planloven er at borgerne skal inddrages i planprocessen inden planen er vedtaget. Før et planforslag kan vedtages, skal der derfor offentliggøres et planforslag og en redegørelse for planens forudsætninger. Der skal fastsættes en frist på mindst 8 uger hvor grundejere, naboer, foreninger, myndigheder mv. kan komme med forslag eller protester. Planlovens regler for offentlighedsprocessen er minimumsregler. Planmyndigheden vurderer selv om der bør udsendes mere debatmateriale, afholdes borgermøder og måske nedsættes arbejdsgrupper. Mange kommuner bruger deres hjemmeside på internettet til at offentliggøre planforslag og vedtagne planer.

One of the basic aspects of the Planning Act is that the citizens are to be encouraged to get involved in the planning process before the plan is adopted. A plan proposal and a report on the premises of the plan are therefore published before the proposal is adopted. The municipal council establishes a deadline of at least 8 weeks during which property owners, neighbours, nongovernmental organizations, public authorities and others may submit their proposals or objections. The provisions of the Planning Act are minimum provisions. It is up to the municipal council to evaluate the need for further debate materials, citizens’ meetings and perhaps establish working groups. Many municipalities use their web site to publish plan proposals and adopted plans.
