Kommunalbestyrelsen er den forsamling af mellem 9 og 55 folkevalgte politikere, som har det overordnede ansvar for bl.a. udvikling og fysisk planlægning i den enkelte kommune. I nogle kommuner bruges i stedet betegnelsen byråd, i Københavns Kommune borgerrepræsentationen (55 medlemmer). Kommunalbestyrelsen vælges for en periode på 4 år.
Blandt sine medlemmer udpeger kommunalbestyrelsen en leder, borgmesteren (i Københavns Kommune benævnt overborgmesteren, da der er flere borgmestre, ansvarlige for hver deres forvaltning). Borgmesteren er ”født” formand for det obligatoriske økonomiudvalg, der koordinerer kommunens økonomi. Kommunalbestyrelsen kan vælge at nedsætte andre, såkaldt stående udvalg. Næsten alle kommuner har sådanne udvalg, fx et socialudvalg, et kulturudvalg og et teknisk udvalg.

The municipal council, consisting of 9 to 55 popularly elected politicians, has the overall responsibility for the municipality. In some municipalities the council is called a city council, and the Copenhagen City Council has 55 members. The municipal council is elected for a period of 4 years.
Among its members the municipal council elects a chair, the mayor (in Copenhagen called the Lord Mayor, since there are several mayors, each responsible for part of the administration). The Lord Mayor automatically chairs the obligatory finance committee, which coordinates fiscal management. The municipal council may choose to establish other permanent committees. Almost all municipalities have such committees, dealing with, for example, social, cultural and technical issues.
