Kommuneplanlægning sammenfatter og konkretiserer de overordnede og kommunale politiske mål for udviklingen i kommunens byer og det åbne land. De centrale emner er brug og udformning af byområder, placering af boliger, arbejdspladser, butikker, offentlige institutioner (skoler, børne-, ældre- og kulturinstitutioner mv.), trafik og grønne områder, samt benyttelse og beskyttelse af det åbne land. Kommuneplanlægningen udgør det nødvendige bindeled mellem landsplanlægningen, de regionale udviklingsplaner og lokalplanernes bestemmelser om anvendelse og bebyggelse af de enkelte delområder. Kommuneplan og planstrategi er obligatoriske på kommunalt niveau.

english definition:Municipal planning summarizes and concretizes the overall and municipal political objectives for the development of the towns and rural districts of the municipality. The key themes are: the use and design of urban areas – including the location of housing, workplaces, shops, public institutions (schools, child-care centres, institutions for elderly people, cultural institutions etc.), transport and green spaces – as well as the use and protection of rural areas. Municipal planning comprises the necessary link between national planning, regional spatial development planning and the provisions of local plans on land use and settlement in the individual districts. The municipal plan and planning strategy are compulsory at the municipal level.
Municipalities may adopt supplements to the municipal plan.
