Kommuneplanen skal ledsages af en redegørelse for planens forudsætninger, herunder om

  • den forudsatte rækkefølge for planens gennemførelse,
  • hvordan kommuneplanen forholder sig til den regionale udviklingsplan samt den vedtagne strategi for udviklingen,
  • beskyttede områder efter anden lovgivning og eventuelle arealreservationer efter sektorlove eller projekterings- og anlægslove,
  • de i vandplanen og Natura 2000-planen fastsatte bestemmelser, der er relevante for planlægningen af arealanvendelsen inden for kommuneplanens geografiske område,
  • handleplaner for kommunens realisering af vandplanen og Natura 2000-planen,
  • de i råstofplanen fastsatte bestemmelser, der er relevante for planlægningen af arealanvendelsen inden for kommunens geografiske område,
  • den fremtidige udvikling i kystnærhedszonen og de tilgrænsende vandområder,
  • kommuneplanens sammenhæng med kommuneplanlægningen i nabokommunerne, og
  • kommuneplanens sammenhæng med den statslige trafikplan og trafikselskabernes trafikplan for offentlig service.

Redegørelsen for den del af kommuneplanen, der indeholder retningslinjer for VVM-pligtige anlæg, skal indeholde en vurdering af de miljømæssige konsekvenser.

Redegørelsen for den del af kommuneplanen, der indeholder rammer for forsyningen med butikker skal indeholde:

The municipal plan must be accompanied by a report describing the premises on which the plan is based, including:

  • the anticipated chronological order for implementation;
  • the relationships between the municipal plan and the regional spatial development plan and the adopted strategy for municipal planning;
  • areas protected pursuant to other legislation and any land reserved pursuant to other sectoral legislation or legislation on project planning and on projects;
  • the provisions established by the water resources plan, Natura 2000 plan and the Natura 2000 forest plan that are relevant to the planning of land use within the geographical area covered by the municipal plan;
  • action plans for the implementation of the water resources plan and Natura 2000 plan;
  • the provisions established by the raw materials plan that are relevant to the planning of land use within the geographical area covered by the municipal plan;
  • the future development of the coastal zone and the adjacent waters;
  • the relationships between the municipal plan and the municipal planning in adjacent municipalities; and
  • the relationships between the municipal plan and the national transport plan and the plan for public transport services of the publicly owned transport companies.
The report that covers the part of the municipal plan that includes guidelines for projects that are subject to environmental impact assessment must include an assessment of the likely effects on the environment.

The report covering the part of the municipal plan that includes guidelines for the supply of retail shops must include:
  • an assessment of the current floor space used for retail trade purposes in each town and city district according to the main categories of shop and the total turnover within each category;
  • an assessment of the need for new construction or the conversion of existing buildings to retail trade purposes;
  • an outline of the objectives of the structure of retail trade, including the catchment area expected to be served by the shops that are permitted to be located within the areas delimited;
  • information on how the municipal plan promotes the objectives for the general structure of the municipality, including how the proposal promotes a diverse supply of shops in small and medium-sized towns and the urban environment in the areas proposed to be designated for retail trade purposes;
  • an outline of the accessibility for people transported through various means to the areas designated for retail trade purposes; and
  • information on the special reasons based on planning considerations for the establishment of any shop sizes exceeding 3000 m2 of gross floor space for general goods or 1500 m2 of gross floor space for specialized goods.
A map attached to the report must illustrate the existing and planned conditions in the coastal zone, including which areas are kept free of development.
