Kommunalbestyrelsen skal inden udgangen af den første halvdel af den regional- og kommunale valgperiode offentliggøre en strategi for kommuneplanlægningen. Strategien skal indeholde kommunalbestyrelsens politiske strategi for udviklingen, samt oplysninger om planlægningen siden den seneste revision af kommuneplanen.

Planstrategien skal samtidig munde ud i en beslutning om kommuneplanens revision. Kommunalbestyrelsen kan vælge at

  • Revidere hele kommuneplanen.
  • Revidere planen delvis – for et tema eller en bydel. Resten af planen genvedtages.
  • Genvedtage planen for en ny 4-års-periode.
Kravet om udarbejdelse af en planstrategi og den fleksible tilgang til revision er en nyskabelse vedtaget i 2000. Formålet er at give kommunalpolitikerne større mulighed for at tilrettelægge en planlægning der både skuer fremad og tager afsæt i aktuelle problemer og muligheder i kommunen.

Planstrategien kan bruges som et aktivt strategisk ledelsesværktøj både politisk og administrativt. Så vil planstrategien også omfatte indsatser der skal gennemføres med andre initiativer i den kommunale forvaltning og i samarbejde med andre parter.

Flere kommuner vælger at koble processen for strategiens tilblivelse med budgetlægningen. Det giver sammenhæng og en større politisk vægt bag til strategien. Planstrategien skal i offentlig debat i mindst 8 uger.

Within the first 2 years of the regional and local election period, the municipal council must publish a strategy for the municipal planning. The strategy must include the municipal council’s political strategy for development and information on the planning occurring since the last revision of the municipal plan.

The planning strategy must also decide about revising the municipal plan. The municipal council may choose:

  • to revise the municipal plan as a whole;
  • to revise the provisions of the municipal plan for special topics or areas of the municipality and to adopt parts of the municipal plan for a new period of four years; or
  • to re-adopt the current plan for a new 4-year period.
The requirement to prepare a strategy for planning and the flexible approach to revision were adopted in 2000. The purpose is to allow municipal councillors to organize planning that both looks forward and is based on the current problems and opportunities in the municipality.

The planning strategy can be used as an active strategic management tool, both politically and administratively. Hence, the planning strategy will include efforts to be realized together with other initiatives in the municipal administration and in cooperation with other partners.

Many municipalities choose to link the process of preparing the strategy with the budgeting process. This provides coherence and places more political impetus behind the strategy. The planning strategy is subject to public comment for at least 8 weeks.
