Miljøministeren kan fastsætte bindende regler for indholdet af planlægningen efter loven. På den måde kan regeringen bane vej for både konkrete projekter og for en bestemt udvikling. Landsplandirektiver kan benyttes til at lokalisere en konkret samfundsmæssig nødvendig aktivitet og dermed erstatte kommune- og lokalplanlægning. Eksempler på landsplandirektiver er linieføring for gas - og el-ledninger og placering af en national prøvestation for vindmøller. Tilsvarende kan ministeren med et cirkulære fastsætte regler for planlægning af bestemte aktiviteter. Et eksempel er planlægning for vindmølleudbygningen.

The Minister for the Environment may establish binding rules on the content of planning in accordance with law. In this way, the Government of Denmark may promote both specific projects and a certain direction of development. National planning directives may be used to locate a specific societal activity and thereby supersede municipal and local planning. Examples of national planning directives include determining the path for natural gas pipelines and electrical transmission lines and locating a national testing station for wind turbines. Similarly, the Minister may establish rules for the planning of specific activities by issuing a circular. An example is planning for the construction of new wind turbines.
