Nabohøringer finder normalt sted i forbindelse med tilladelser/dispensationer. Som udgangspunkt skal berørte, dvs. grundejere, naboer og brugere, orienteres og have en 14 dages frist til at kommentere ansøgningen om dispensation inden der kan meddeles dispensation. Ideen med naboorientering er at naboerne skal have mulighed for at komme med deres kommentarer, før kommunalbestyrelsen beslutter, om de vil give en tilladelse/dispensation. Det er kommunalbestyrelsen der skal stå for orienteringen, og den skal ske skriftligt til de enkelte ejere og brugere.
De naboer, som har kommenteret ansøgningen, skal have en kopi af afgørelsen, når den foreligger, og de skal orienteres om mulighederne for at klage.

english definition:

Neighbourhood public participation normally takes place in the process of granting permits or exemptions. As a general rule, all stakeholders – landowners, neighbours and users – must be informed and given 2 weeks’ notice to comment on the application for exemption before the exemption may be granted. Neighbourhood public participation is carried out to give neighbours an opportunity to comment on an exemption before the municipal council decides whether to grant it. The municipal council is responsible for communicating the information, and this must be done in writing to each individual owner and user. Neighbours who submit a comment must be given a copy of the decision when it is made, and all neighbours must be informed about their right to appeal.
