national definition:Begrebet ”områdeplan” bruges ofte om uformelle plantyper, som ikke omfattes af planloven, men som i visse tilfælde anvendes til – forud for en formel planlægningsproces – at afklare de særlige planlægningsproblemer og udviklingsmuligheder i et bestemt område. Da områdeplanen er uformel, kan kommunen afpasse både planens indhold og planprocessen (offentlig debat mv.) til den specifikke opgave, og det kan i visse tilfælde være hensigtsmæssigt. En områdeplan kan ikke erstatte et tillæg til kommuneplanen, en lokalplan eller planlægning og beslutninger i medfør af anden lovgivning. Hvis kommunen efterfølgende ønsker at gøre områdeplanens endelige indhold (eller dele heraf) bindende for det pågældende areal, kan det kun ske ved at udarbejde og vedtage en af de formelle plantyper i planloven – evt. kombineret med beslutninger i medfør af anden lovgivning (fx økonomi, boligregulering, sociale eller kulturelle indsatser etc.).
district plan
english definition:District plans are informal plans not governed by the Planning Act. However, the district plans are sometimes used – before the formal planning process – to clarify specific problems and potentials related to planning in a specific area. Due to the informal nature of the district plan, the municipality can adjust both the content and planning process (public comment period etc.) of the project in question, which in some cases can be appropriate. A district plan cannot replace a supplement to the municipal plan, local plan or planning or decisions made pursuant to other legislation. Afterwards, if a municipality wishes to make the content of a district plan (or parts of it) legally binding for the area in question they must draw up and adopt one of the formal types of plans stipulated by the Planning Act – possibly combined with decisions made pursuant to other legislation (such as that related to economic or fiscal matters, housing regulation, social or cultural efforts etc.)
