Kommuneplanens rammer for indholdet af lokalplaner er en konkretisering af hovedstrukturens mål. Her beskrives hvad der bør bestemmes i en lokalplan for det enkelte område for at sikre den sammenhængende bystruktur og de overordnede mål.

Rammer for indholdet af lokalplaner fastsættes for de enkelte dele af kommunen med hensyn til:

  • fordelingen af bebyggelsen efter art og anvendelsesformål,
  • bebyggelsesforhold, herunder rammer for bevaring af bebyggelser eller bymiljøer,
  • byfornyelsen i eksisterende bysamfund,
  • byomdannelsesområder, hvor anvendelsen af bebyggelse og ubebyggede arealer til erhvervsformål, havneformål eller lignende aktiviteter skal ændres til boligformål, institutionsformål, centerformål, rekreative formål eller erhvervsformål, der er forenelige med anvendelse til boligformål,
  • forsyningen med offentlig og privat service,
  • områder til butiksformål, herunder rammer for det maksimale bruttoetageareal for nybyggeri og omdannelse af eksisterende bebyggelse til butiksformål og for maksimale bruttoetagearealer for de enkelte butikker,
  • institutioner og tekniske anlæg, herunder varmeforsyningsforhold,
  • områder til fritidsformål, herunder kolonihaveområder,
  • trafikbetjeningen,
  • overførsel af arealer til byzone eller sommerhusområder, og
  • rækkefølgen for bebyggelse og ændret anvendelse af nye arealer til byformål, byomdannelsesområder og sommerhusområder.

The municipal plan’s framework for the content of local plans concretizes the objectives of the general structure. The framework describes what a local plan should decide for individual areas to promote a coherent urban structure and the overall municipal objectives.
A municipal plan must establish a framework for the content of local plans for the specific parts of the municipality for:

  • the distribution of construction according to type and use;
  • matters related to development, including a framework for conserving settlements or urban environments;
  • urban renewal in existing urban communities;
  • urban regeneration areas, in which the use of buildings and undeveloped land used for business purposes, harbour purposes or similar activities is to be changed to residential purposes, public institutional purposes, urban centre purposes, recreational purposes or business purposes that are compatible with using the land for residential purposes;
  • the supply of public and private services;
  • areas for retail trade purposes, including a framework for the maximum permitted gross floor space for new construction and conversion of existing sites for retail trade    purposes and the maximum permitted gross floor space for the individual shops;
  • institutions and technical facilities, including heat supply;
  • recreational areas, including allotment garden areas;
  • transport services;
  • the transfer of areas to urban zones or summer cottage areas; and
  • the chronological order for development and changing the designated use of new areas for urban purposes, urban regeneration areas and summer cottage areas.
