Kommuneplanen skal indeholde retningslinjer for:

• Udlægning af arealer til byzoner og sommerhusområder,
• Beliggenheden af områder til forskellige byformål, fx boligformål, erhvervsformål, offentlige institutioner, serviceformål, byomdannelsesområder mv.,
• Den kommunale detailhandelsstruktur, herunder afgrænsning af den centrale del af en by eller bydel og eventuelle aflastningsområder, samt fastsættelse af det maksimale bruttoetageareal til butiksformål og maksimale bruttoetagearealer for de enkelte butikker i de enkelte områder
• Beliggenheden af trafikanlæg,
• Beliggenheden af tekniske anlæg,
• Beliggenheden af områder til virksomheder mv., hvortil der af hensyn til forebyggelse af forurening må stilles særlige beliggenhedskrav,
• Beliggenheden af VVM-pligtige anlæg,
• Sikring af, at støjbelastede arealer ikke udlægges til støjfølsom anvendelse,
• Beliggenheden af arealer til fritidsformål, herunder kolonihaveområder og andre rekreative områder,
• Varetagelsen af de jordbrugsmæssige inter¬esser, herunder udpegningen og sikringen af særligt værdifulde landbrugsområder,
• Beliggenheden af skovrejsningsområder og områder, hvor skovtilplantning er uønsket,
• Lavbundsarealer, herunder beliggenheden af lavbundsarealer, der kan genoprettes som vådområder,
• Varetagelsen af naturbeskyttelsesinteresserne, herunder beliggenheden af naturområder med særlige naturbeskyttelsesinteresser, af økologiske forbindelser samt af potentielle naturområder og potentielle økologiske forbindelser,
• Sikring af kulturhistoriske bevaringsværdier, herunder beliggenheden af værdifulde kulturmiljøer og andre væsentlige kulturhistoriske bevaringsværdier,
• Sikring af landskabelige bevaringsværdier og beliggenheden af områder med landskabelig værdi, herunder større, sammenhængende landskaber,
• Sikring af geologiske bevaringsværdier, herunder beliggenheden af områder med særlig geologisk værdi,
• Anvendelsen af vandløb, søer og kystvande,
• Arealanvendelsen i kystnærhedszonen i overensstemmelse med kystzonereglerne
• Realisering af regler eller beslutninger af betydning for den regionale udviklingsplanlægning og planlægningen i Hovedstadsområdet.             

Kommuneplanen kan indeholde retningslinjer for andre forhold end ovennævnte, der kan være af betydning for arealanvendelsen og bebyggelsen, herunder beliggenheden af arealer til lokalisering af landbrugets driftsbygninger og driftsanlæg inden for de udpegede særligt værdifulde landbrugsområder.

The municipal plan must include guidelines for:

• the designation of areas as urban zones and summer cottage areas;
• the location of areas designated for various urban land uses, such as residential purposes, business purposes, the location of public institutions, service purposes, urban regeneration areas etc.;
• the municipal structure of retail trade, including the delimitation of the central part of a town or city district and any secondary centres, and establishing the maximum permitted gross floor space for retail trade purposes and the maximum permitted gross floor space for the individual shops in the specific parts of the municipality;
• the location of transport facilities;
• the location of technical installations;
• the location of areas designated for enterprises, etc. that require special siting to prevent pollution;
• the location of the projects that require environmental impact assessment;
• ensuring that areas exposed to noise are not designated for noise-sensitive purposes unless the future use can be secured against noise nuisance;
• the location of areas to be used for leisure purposes, including allotment garden areas and other recreational areas;
• the administration of agricultural interests, including designating and protecting especially valuable agricultural areas;
• the location of afforestation areas and areas where afforestation is not desired;
• low-lying areas, including the location of low-lying areas that can be re-established as wetlands;
• the administration of interests in nature protection, including the location of nature reserves with special interests in nature protection, of ecological corridors and of potential nature reserves and potential ecological corridors;
• securing the cultural and historical assets worthy of conservation, including the location of valuable cultural environments and other important cultural and historical assets worthy of conservation;
• securing the landscape assets worthy of conservation and the location of areas with valuable landscape features, including large, cohesive landscapes;
• securing the geological assets worthy of conservation, including the location of areas with special geological value;
• the use of watercourses, lakes and coastal waters;
• land use in the coastal zone in accordance with the provisions on the coastal zone; and
• the implementation of rules established or decisions made pursuant to national planning, regional spatial development planning and planning in Greater Copenhagen.

The municipal plan may contain guidelines for other matters than those mentioned above that may be significant for land use and development, including the location of land for the siting of buildings used for agricultural operations and operational facilities within the designated especially valuable agricultural areas
