Linnaehituslikult olulised piirkonnad määratleb kohalik omavalitsus. Nendeks võivad olla näiteks kaldaalade ehituskeeluvöönd, arhitektuuriliselt komplekssed alad jms. Planeerimisseadus sätestab, et tavaliselt määrab detailplaneeringu lähteseisukohti ja eskiislahendusi tutvustavate arutelude vajaduse kohalik omavalitsus. Linnaehituslikult olulisele piirkonnale on vähemalt ühe avaliku arutelu korraldamine detailplaneeringu menetlemisel aga kohustuslik.

english definition:

Regions of significant urban development are determined by local governments. These could be, for example, coastal building exclusion zones, architecturally complex areas, etc. Planning Act prescribes that ordinarily the need to organise public discussions to publicise the initial detailed planning outline and the draft plans shall be determined by the local government. In case of a region of significant urban development potential (also for an area under heritage conservation or nature conservation) at least one public discussion concerning the initial detailed planning outline and the draft plans shall be organised if the detailed plan is prepared.
