Kaitseala on inimtegevusest puutumatuna hoitav või erinõuete kohaselt kasutatav ala, kus säilitatakse, kaitstakse, taastatakse, uuritakse või tutvustatakse loodust. Kaitsealadeks on rahvuspargid, looduskaitsealad, maastikukaitsealad. Üheks maakonnaplaneeringu eesmärgiks on kaitsealade ja nende kasutamistingimuste arvestamine planeeringus, vajaduse korral ettepanekute tegemine kasutamistingimuste täpsustamiseks, uute kaitsealade loomiseks või kaitserežiimi lõpetamiseks. Enne planeeringu vastuvõtmist kooskõlastab planeeringu koostamist korraldav maavanem või kohalik omavalitsus vastava riigiasutusega või kaitseala valitsejaga, kui planeeritaval maa-alal asub riikliku kaitse alla võetud maa-ala või üksikobjekt või planeeringuga tehakse ettepanek selle kaitse alla võtmiseks. Protected areas are areas maintained in a state unaltered by human activity or used subject to special requirements where the natural environment is preserved, protected, restored, researched or introduced. The following are protected areas: national parks; nature conservation areas; landscape conservation areas. One of the objectives of a county
plan is to take account, in planning, of protected areas and of the provisions for their use and, where necessary, to make proposals for the amendment of such provisions, the establishment of new protected areas or termination of the protection regime. Prior to adoption of a plan a county governor or local government administering preparation of the plan shall seek concertation for a comprehensive plan or a detailed plan from the relevant state authority or manager of a protected area if the planning area includes an area or object placed under state protection.
