national definition:Vabariigi Valitsuse seaduse järgi nimetab maavanema regionaalministri ettepanekul viieks aastaks ametisse Vabariigi Valitsus. Seaduse järgi on maavanema esmaseks ülesandeks esindada maakonnas riigi huve ning hoolitseda maakonna tervikliku ja tasakaalustatud arengu eest. Teiste ülesannete seas maavanem teostab järelevalvet antud maakonna kohalike omavalitsusüksuste volikogude ja valitsuste üksikaktide seaduslikkuse üle ning seaduses sätestatud juhtudel ja ulatuses ka kohalike omavalitsusüksuste kasutuses või valduses oleva riigivara kasutamise seaduslikkuse ja otstarbekuse üle. Planeerimisseadus sätestab, et maakonnaplaneeringu koostamise algatab maavanem (või Vabariigi Valitsus) ja selle koostamist korraldab maavanem. Maavanem informeerib kohalikke omavalitsusi nende territooriumi käsitleva maakonnaplaneeringu algatamisest kahe nädala jooksul planeeringu algatamise otsuse tegemise päevast arvates. Maavanem teeb otsuse maakonnaplaneeringu vastuvõtmise kohta ja korraldab planeeringu avaliku väljapaneku maakonna keskuses ja teistes linnades ning planeeritava maa-ala valdade keskustes. Regionaalministri poolt heakskiidetud maakonnaplaneeringu kehtestab maavanem. Maavanem teostab järelevalvet maakonna territooriumi osade kohta koostatavate üldplaneeringute ja detailplaneeringute üle.

english definition:According to Government of the Republic Act county governors are appointed to office for a term of five years by the Government of the Republic on the proposal of the Minister of Regional Affairs. The act says, first of all, that county governors shall represent the interests of the state in the county and care for the comprehensive and balanced development of the county. Among many other tasks, they should also monitor the activities of local governments and perform functions of supervisory control.
Planning Act prescribes, that a county governor (or the Government of the Republic) shall initiate and administer the preparation of a county plan. The county governor shall notify local governments of the initiation of county planning concerning the territories of those local governments within two weeks as of the date on which the decision to initiate planning is made. A county governor shall decide on acceptance of a county plan and shall organise the public display of the plan in the county centre, in other cities in the county and in rural municipality centres of the planning area. A county plan approved by the Minister of Regional Affairs shall be adopted by the county governor. The county governor supervises the preparation of comprehensive plans and detailed plans within the county.
