Planeeringu koostamise algatamine on Vabariigi Valitsuse, maavanema või kohaliku omavalitsuse üksuse otsus alustada planeeringu koostamist. Planeerimisseadus ütleb, et igaüks võib teha ettepaneku planeeringu koostamise algatamiseks, kui vaid asjakohane avaliku võimu esindaja võib algatada planeeringu koostamise. Üleriigilise planeeringu koostamise algatab Vabariigi Valitsus. Maakonnaplaneeringu koostamise algatab maavanem või Vabariigi Valitsus. Üldplaneeringu ja detailplaneeringu koostamise algatab kohalik omavalitsus.

Planning Act says that anyone may make a proposal for initiation of the preparation of a plan but only the appropriate public authorities can and shall initiate the preparation of a plan. The Government of the Republic shall initiate the preparation of a national spatial plan. A county governor or the Government of the Republic shall initiate a county plan. A local government shall initiate a comprehensive plan and a detailed plan. Initiation of the preparation of a plan is the decision of the Government of the Republic, a county governor or a local government to commence planning.
