Planeeringu koostamise kord seisneb kogumis reguleeritud tegevustes, mis tuleb teostada planeeringu menetlemisel. Nõutavad tegevused on määratletud planeerimisseaduses ja (üldplaneeringute ja detailplaneeringute jaoks) detailselt kirjeldatud linna või valla ehitusmääruses.

A set of regulated activities which should be carried out during the preparation of the plan. The required procedures are specified in Planning Act and (for a comprehensive plans and detailed plans) prescribed in detail by a builing regulation of a city or a rural municipality.
