Detailplaneeringu koostamisel võib kohalik omavalitsus rakendada planeeringu koostamise lihtsustatud korda. Lihtsustatud korra puhul ei ole vaja täita planeeringuseaduses kehtestatud planeeringu avalikustamise nõudeid. Need asendatakse planeeritava krundi ja naaberkruntide omanike kooskõlastustega. Planeeringu koostamise lihtsustatud korda võib rakendada kui detailplaneering koostatakse: olemasoleval hoonestusalal kuni viie üksikelamu, suvila või aiamaja krundi planeerimiseks; olemasoleva hoonestuse vahele jääva ühe tühja krundi planeerimiseks linnas või alevis, kui krundile kavandatava ehitise põhifunktsioon on elamu või büroohoone, mille maht ei muuda piirkonna linnaehituslikku miljööd. Samuti võib kohalik omavalitsusl ihtsustatud korda kasutada detailplaneeringu puhul, mis koostatakse olemasolevatele hoonetele ja rajatistele krundi suuruse määramiseks aladel, kuhu ei rajata detailplaneeringu koostamise kohustust tingivaid uusi hooneid ning kus säilib hoonete kasutamise senine otstarve. Detailplaneeringu koostamise lihtsustatud kord ei laiene muinsuskaitse või looduskaitse all olevatele maa-aladele ja ehitistele.

simplified procedure for preparation of a plan

english definition:

Upon preparation of a detailed plan, the local government may apply to the simplified procedure for preparation of detailed plan. It case of the simplified procedure for preparation of detailed plan the local government waives the requirements of public disclosure and substitutes the procedure with concertations from the owner of the plot being planned and the owners of the neighbouring plots. The simplified procedure may be used, if the detailed plan is prepared: for the planning of plots of up to five detached houses, summer-houses or garden houses in an existing built-up area; for the planning of an empty plot between existing buildings in a city or town, if the main function of the building planned on the plot is a residential building or office building and if the size of the building will not change the character of the urban district. It could also be used in the case of a detailed plan which is prepared to determine the size of plots for existing buildings and constructions located in areas where no new buildings are erected for which the preparation of a detailed plan is mandatory and where the intended purpose of the buildings will remain unchanged. The simplified procedure for preparation of detailed plans does not extend to areas and construction works under heritage conservation or nature conservation.
