english definition:Every person who finds that an adopted detailed plan or comprehensive plan is in conflict with Planning Act or other legislation or the decision to adopt the plan is in conflict with the act has the right to make a proposal to the authority which adopted the comprehensive plan or detailed plan to bring the adopted plan or the decision to adopt the plan into compliance with the act or other legislation. The county governor or local government who adopted the plan shall make a decision concerning the proposal and, if the proposal is found to be justified, bring the plan or the decision to adopt the plan into compliance with the act or other legislation and, by way of registered letter, inform the person who made the proposal of the decision and of the reasons for accepting or rejecting the proposal within one month after the date on which the proposal is received.
