Planeeritav maa-ala on algatatud planeeringu objektiks. Ministeerium, maavanem või kohalik omavalitsus, kes planeeringu koostamist korraldab, teatab planeeringu algatamisest, annab informatsiooni planeeritava maa-ala suuruse ja asukoha kohta vastavas ajalehes ühe kuu jooksul pärast planeeringu algatamise otsuse tegemist. Planeeritav maa-ala määratleb muuhulgas mitmeid isikuid, keda tuleb planeerimisprotsessi kaasata. Maakonnaplaneering koostatakse koostöös planeeritava maa-ala kohalike omavalitsustega ja planeeritava maa-ala naabrusesse jäävate maakondade maavanematega. Üldplaneeringu ja detailplaneeringu koostamisse kaasatakse planeeritava maa-ala kinnisasjade omanikud ja elanikud ning teised huvitatud isikud.

english definition:

An area which is the object of an initiated plan. Within one month after the decision to initiate planning is made, the ministry, county governor or local government administering preparation of the plan shall publish a notice concerning the initiation of planning, provide information on the size and location of the planning area in the relevant newspaper. A county plan shall be prepared in co-operation with the local governments of the planning area. Owners of immovables located in and residents of the planning area shall be involved in the preparation of comprehensive and detailed plans.
