Regionaalminister on üks kahest Siseministeeriumi ministrist. Temale alluvad ministeeriumi struktuuriüksused, mis tegelevad kohaliku omavalitsuse korralduse (sh planeerimisküsimustega), regionaalarengu ja -haldusega (sh üleriigilise ja regionaalplaneerimisega) ning usuküsimustega. Regionaalminister teeb Vabariigi Valitsusele ettepanekuid maavanemate ametisse määramiseks. Planeerimisseadus nimetab kolme regionaalministri kohustust seoses planeeringutega. Regionaalminister esitab üleriigilise planeeringu Vabariigi Valitsusele kehtestamiseks. Regionaalminister kiidab heaks maakonnaplaneeringu, mille kehtestab maavanem. Regionaalminister vaatab üle kehtestatud üleriigilise planeeringu ning esitab tulemused ja ülevaate planeerimisalasest olukorrast riigis Vabariigi Valitsusele hiljemalt kuue kuu jooksul pärast Riigikogu korralisi valimisi.

The Minister of Regional Affairs is one of the ministers of the Ministry of Internal Affairs. The Minister of Regional Affairs directs the structural units of the ministry of Internal Affairs engaged in the planning and co-ordination of local government, regional administration and regional development, including the co-ordination of the development and implementation of regional planning, and issues related to vital statistics, and the organisation of matters related to churches and congregations.
The Minister of Internal Affairs makes proposals to the Government of the Republic for appointments of county governors. The Planning Act lists three obligations of the minister. The Minister of Regional Affairs submits the National Spatial Plan to the Government of the Republic for the adoption.
The Minister of Regional Affairs shall approve a county plan adopted by the county governor. The Minister of Regional Affairs shall review an adopted national spatial plan and submit the findings and an overview of the situation in the field of planning in the country to the Government of the Republic not later than within six months after regular parliament elections are held.
