Vastavalt planeerimisseadusele on planeerimisalase tegevuse üleriigiline korraldamine ja järelevalve on Siseministeeriumi pädevuses. Üleriigilise planeeringu koostamise algatab Vabariigi Valitsus ja selle koostamist korraldab Siseministeerium. Siseministeerium määrab lisaks seaduses sätestatule maakonnaplaneeringu riigiasutuste või maakonna keskkonnateenistusega kooskõlastamise vajaduse ning teostab järelevalvet maakonnaplaneeringute üle. Järelevalve käigus lahendamata jäänud eriarvamused planeeringu koostamist korraldava kohaliku omavalitsuse ja järelevalvet teostava maavanema vahel lahendab Siseministeerium.

According to the Planning Act, the administration and supervision of planning activities at national level is within the competence of the Ministry of Internal Affairs. The Government of the Republic shall initiate the preparation of a national spatial plan and the Ministry of the Internal Affairs shall administer the preparation of the plan. The Ministry of Internal Affairs determines the need to seek concertation for plans from state authorities or county environmental services for a county plan and exercises the suprvision with regard to county plans. Differences in opinion between the local government administering preparation of the plan and the county governor exercising supervision which remain unsolved during supervision shall be resolved by the Ministry of Internal Affairs.
