Strateegiline planeerimisdokument keskkonnamõju hindamise ja keskkonnajuhtimissüsteemi seaduse tähenduses on üleriigiline, maakonna- ning üld- või detailplaneering planeerimisseaduse tähenduses, strateegiline arengukava riigieelarve seaduse  tähenduses, välja arvatud rahandus- või eelarvekava, -programm ja -strateegia, või muu kava, programm või strateegia, mille kehtestab Riigikogu, Vabariigi Valitsus, valitsusasutus, maavanem või kohaliku omavalitsuse organ õigusaktiga.

A strategic planning document is a national spatial plan, a county plan, a comprehensive plan and a detailed plan, a strategic development plan in a sense of the State Budget Act, except a financial strategy or programme, and also any other plan, programme or strategy, which is adopted by the Parliament, the state government, governmental office, a county governor or the local government with a legal act.
