english definition:

A thematic plan is for expanding upon a certain topic (or topics) that have been set as the objective of a county plan or a comprehensive plan. A thematic plan is prepared for specifying or amending a county plan or a comprehensive plan in force. According to the Planning Act, a thematic plan can be prepared only if the county has an effective county plan. Similarly to the case of county plans, a thematic plan can only be prepared for a comprehensive plan if the local government has an adopted comprehensive plan.
