national definition:Üksikelamu on maja, mida kasutab üks majapidamine. Eksisteerib mitmeid erandeid üksikelamu ehitamisel ja planeerimisel. Planeerimisseadus ütleb, et kohalik omavalitsus võib lubada, välja arvatud riikliku kaitse alla võetud maa-alal ja miljööväärtuslikul hoonestusalal, ilma detailplaneeringut koostamata olemasoleva hoonestuse vahele jäävale ühele krundile üksikelamu ehitusprojekti koostamist ja püstitamist, kui uue üksikelamu projekteerimisel ja ehitamisel järgitakse piirkonna hoonestuslaadi ja planeerimispõhimõtteid ning projekteerimistingimused kooskõlastatakse naaberkinnistute omanikega. Samuti võib kohalik omavalitsus detailplaneeringu koostamisel loobuda planeeringu avalikustamise nõuete täitmisest, asendades need planeeritava krundi ja naaberkruntide omanike kooskõlastustega, kui detailplaneering koostatakse olemasoleval hoonestusalal kuni viie üksikelamu planeerimiseks.

english definition:A house for a single household. Several exceptions are valid for the planning and building of detached houses. Planning Act says that local governments may, except in areas placed under state protection and built-up areas of cultural and environmental value, permit the preparation of building design documentation for and erection of a detached house on an empty plot in an existing built-up area without the requirement to prepare a detailed plan provided that, upon the design and erection of the detached house, the style of building and principles of planning applied in the area are taken into consideration and that concertation is sought for the building design documentation from the owners of the neighbouring registered immovables. Also, upon preparation of a detailed plan, the local government may apply the simplified procedure for preparation of detailed plan and waive the requirements of public disclosure and substitute the procedure with concertations from the owner of the plot being planned and the owners of the neighbouring plots, if the detailed plan is prepared for the planning of plots of up to five detached houses in an existing built-up area.
