national definition:Planeerimisseaduse järgi koostatakse üleriigiline planeering riigi territooriumi ja asustuse arengu üldistatud, strateegiliseks käsitlemiseks. Üleriigiline planeering ei ole klassikaline maakasutuse planeering vaid kujundab riigi üldise ruumilise arengu strateegia. Üleriigilise planeeringu eesmärgid on: säästva ja tasakaalustatud ruumilise arengu põhimõtete ja suundumuste määratlemine; riigi regionaalse arengu kujundamise ruumiliste aluste loomine; asustuse arengu suunamine; üleriigilise transpordivõrgustiku kujundamise ning tehniliste infrastruktuuride arengu suunamine; eri tüüpi ökosüsteemide ja maastike säilimist tagava ning asustuse ja majandustegevuse mõjusid tasakaalustava looduslikest ja poollooduslikest kooslustest koosneva süsteemi (edaspidi roheline võrgustik ) aluste kujundamine; maakonnaplaneeringutele ülesannete seadmine.

english definition:Planning Act says that the national spatial plan is prepared with the aim of defining the prospective development of the territory of the state and the settlement systems located therein in a generalised and strategic manner. It is not a classical land use plan, it sets the country’s spatial development strategy. The objectives of the national spatial plan are to: define the principles of and directions in sustainable and balanced spatial development; create the spatial bases for the regional development of the state; direct the development of settlement systems; direct the creation of a national transport network and the development of technical infrastructures; create the basis for a system ensuring the preservation of various types of ecosystems and landscapes and balancing the impact of settlement systems and economic activities which is comprised of natural and semi-natural biotic communities; establish objectives for county plans.
