Eesti territooriumi haldusjaotuse seadus defineerib valla kui haldusüksuse, milles teostatakse kohalikku omavalitsemist. Vald jaguneb asulateks, milleks on külad, alevikud, alevid ja vallasisesed linnad. Planeerimistegevuse haldamine valla haldusterritooriumil on vallavolikogu ja -valitsuse pädevuses. Valla territooriumi arengu põhisuundade ja tingimuste määramiseks koostatakse valla üldplaneering.

Territory of Estonia Administrative Division Act defines a rural municipality as an administrative unit, where a local government administration is carried out. A rural municipality is divided into settlements which are villages, small towns, towns and cities without municipal status. Administration of planning activities within the administrative territory of a rural municipality is within the competence of the local government. It is a comprehensive plan, which is prepared with the aim of determining the general directions in and conditions for the development of the territory of a rural municipality.
