Paikallishallinnollinen yhteisö, jolla on lakisääteinen itsehallinto, oikeudet ja velvollisuudet.
Suomi on jaettu kuntiin asukkaiden itsehallintoa ja yleistä hallintoa varten.
Kunta vastaa alueiden käytön suunnittelusta alueellaan.
Kunnan valtuusto hyväksyy yleiskaavat ja asemakaavat, eikä niitä tarvitse vahvistaa muilla hallinnon tasoilla.

Finland has been divided into local authorities for the self-governance of local inhabitants and for the general administration.
Local authority is in charge of the land use planning within its territory.
The municipal council approves local master plans and local detailed plans, and they do not need to be approved by higher authorities.
