national definition:

Vähintään kaksi vuotta voimassa olleen asemakaavan mukaisen, mutta rakentamattoman tai hyvin vajaasti rakennetun tontin omistajalle kunnan osoittama kehotus rakentaa tontti kaavanmukaisesti kolmen vuoden kuluessa.

Lakisääteinen väline, jolla kunta voi edistää asemakaavan toteutumista.

Ellei tonttia ole kehotuksen mukaisesti rakennettu määräajassa, kunnalla on oikeus ilman erityistä lupaa lunastaa tontti.

Reminder to build

english definition:

A reminder, with which local authority can issue an owner or titleholder of a plot, that is undeveloped or very incompletely built when the local detailed plan has been in force for at least two years, to build a plot according to the plan within three years time.

A statutory instrument with which a local authority can further the implementation of a local detailed plan.

If a plot has not been built on according to the reminder to build within three years time, the local authority is entitled to expropriate the said plot without a special permission.
