Lupa, joka tarvitaan sellaisen rakennelman tai laitoksen pystyttämiseen, sijoittamiseen tai muuttamiseen, jota ei lainsäädännössä katsota rakennukseksi.
Rakennukseksi ei katsota kooltaan vähäistä ja kevytrakenteista rakennelmaa tai pienehköä laitosta, ellei sillä ole erityisiä maankäytöllisiä tai ympäristöllisiä vaikutuksia.
Toimenpideluvan ratkaisee kunnan rakennusvalvontaviranomainen.

english definition:

A permit required to construct, locate and change a structure or installation that is not considered a building in the legislation.
Lightweight structure of minor size or smallish installation shall not be considered a building, unless it has special impact on land use or the environment.
The local building control authority approves an action permit.
