english definition:

An instrument used by the local authority to give detailed binding instructions about building and the use of the environment for private developers, in case the local authority as a landowner assigns (sells) the plot to a private developer for building, or the issue is agreed on in the land use agreement.
The term does not exist in the legislation, but is used in the planning practice.
