Kaavoituksen vireilletulosta tulee ilmoittaa sillä tavoin, että osallisilla on mahdollisuus saada tietoja kaavoituksen lähtökohdista ja osallistumis- ja arviointimenettelystä sekä kaavan vaikutusten arvioinnista.
Ilmoittaminen on järjestettävä kaavan tarkoituksen ja merkityksen kannalta sopivalla tavalla.

To officially start a process (here: of a statutory land use planning).
The initiation of the planning process must be publicized so that interested parties have the opportunity to
obtain information on the principles of the planning and of the participation and assessment procedure.
Such publicity must be arranged in a manner appropriate to the purpose and significance of the plan.
