1) Laajemmin ymmärrettynä (esim. MRL 12a luku): Kunnan vastuulla olevat tehtävät käsittävät maanhankinnan, kaavoituksen, kunnallistekniikan, katujen, puistojen ja muiden yleisten alueiden suunnittelun ja rakentamisen sekä muiden alueen käyttökelpoiseksi saattamiseen tarvittavien toimien suunnittelun ja rakentamisen (kuten maaperän puhdistaminen tai melusuojaus).
Uuden yhdyskunnan (yhdyskuntarakenteen) fyysiseen rakentamiseen liittyvät, yleensä kunnan vastuulla olevat tehtävät suunnittelusta rakentamiseen.
2) Suppeammin ymmärrettynä:
Asemakaavan toteuttamiseen liittyvät, yleensä kunnan vastuulla olevat tehtävät.

english definition:
1) Widely undestood:
All the actions done in order to build new urban structure, i.e. from land use planning to construction, which normally are the charge of a local authority.
2) Narrowly understood:
Actions related to implementation of a local detailed plan, which normally are the charge of a local authority.
The actions which are normally the charge of a local authority include land acquisition, statutory land use planning, planning and construction of municipal engineering, streets, parks and other public areas, and planning and construction of other actions needed to make the area suitable for the intended use (e.g. cleaning of a contaminated soil or building a noise barrier).
