Ikviena fiziskā un juridiskā persona ir tiesīga noteiktā termiņā iesniegt rakstveida priekšlikumus un atsauksmes par teritorijas plānojumiem un saņemt rakstveida atbildi par tiem.

The principle of openness (transparency) ensures that a spatial plan is developed by involving the public and ensuring the openness of information and decision taking. Every natural person and legal person has the right to become acquainted with the spatial plans, which are in effect and have been turned over for public discussion, to participate in the public discussion of the plans, and to express and defend their opinion and submit proposals. Every natural person and legal person has the right to submit written proposals and comments regarding spatial plans within a specified time period and receive a written reply to them.
