Būvniecību vietējās pašvaldības administratīvajā teritorijā pārzina būvvaldes amatpersonas, kurām ir augstākā izglītība būvniecībā. Būvniecību vietējās pašvaldības administratīvajā teritorijā kontrolē amatpersonas, kurām piešķirtas būvniecības kontroles tiesības. Būvvaldes sastāvā iekļaujamas pašvaldības amatpersonas, kurām ir atbilstoša speciālā izglītība vai būvniecības kontroles tiesības un kuras veic ar būvniecību, teritoriālplānošanu un zemes ierīcību saistītus pienākumus. Vietējā pašvaldība Valsts pārvaldes iekārtas likuma noteiktajā kārtībā var deleģēt citai pašvaldībai ar būvniecības pārzināšanu attiecīgajā administratīvajā teritorijā saistītās funkcijas, atsevišķus uzdevumus vai veidot kopīgus kontroles dienestus šo uzdevumu izpildei, saglabājot atbildību par funkcijas izpildi kopumā.

english definition:Building authority is a local government institution that oversees, as well as controls construction in the relevant administrative territory. Construction within the administrative territory of the territorial local government can be overseen by the officials of the building authority, who have a higher education in construction. Construction within the administrative territory of the territorial local government is controlled by officials on whom construction control rights have been conferred in accordance with the Construction Law. Building authority's members are persons with education in the field of construction, urban and spatial planning and land management. Territorial local governments may, in accordance with the procedures specified in the State Administration Structure Law, delegate to other local governments with the functions associated with the supervision of construction in the relevant administrative territory, separate tasks or establish joint control services for the implementation of such tasks, preserving liability for the implementation of the functions as a whole.
