Iestāde ir institūcija, kura darbojas publiskas personas vārdā un kurai ar normatīvo aktu noteikta kompetence valsts pārvaldē, piešķirti finansu līdzekļi tās darbības īstenošanai un ir savs personāls. Iestādes atrodas vienotā hierarhiskā sistēmā, kurā viena iestāde ir padota citai iestādei. Iestādes var veidot vairāku līmeņu padotības sistēmu.

The institutions operate in a unified hierarchical system, in which one institution is subordinate to another institution. The institutions may form a subordination system of several levels.
