Saskaņā ar Būvniecības likumu, inženierkomunikācija ir  ierīce, aprīkojums vai ierīču un aprīkojumu kopums, kas paredzēts būves apgādei ar izejvielām, sakariem, energoresursiem un citiem resursiem. Inženierkomunikāciju īpašnieks nevar liegt vai traucēt pieslēgties tām, ja attiecīgās pašvaldības lēmumā par būvniecību šīs inženierkomunikācijas ir paredzētas publiskai lietošanai, to jauda līdz pieslēgšanās pieprasījuma saņemšanai ir pietiekama un pieslēgšanās notiek atbilstoši inženierkomunikāciju ekspluatācijas un tehniskajiem noteikumiem. Zemes īpašniekam un inženierkomunikāciju īpašniekam tiek atlīdzināti visi zaudējumi, kas tiem radušies sakarā ar pieslēgšanos attiecīgajām inženierkomunikācijām. Kārtību, kādā no īpašniekiem saņemamas atļaujas pieslēgties ceļiem, ielām un inženierkomunikācijām, ūdensapgādes, kanalizācijas, siltumenerģijas, elektroenerģijas, gāzes un sakaru sistēmām, un šīs pieslēgšanās noteikumus (arī par pieslēgšanās maksu) nosaka Vispārīgie būvnoteikumi. Kārtību, kādā saņemami noteikumi būvju un inženierkomunikāciju ierīkošanai, pārvietošanai vai rekonstrukcijai meliorētajās zemēs vai vietās, kur tas var ietekmēt meliorācijas sistēmu darbību, nosaka Meliorācijas likums.

engineering communications

According to the Latvian Construction Law, engineering communications or utility networks and structures is a device, equipment or an aggregate of devices and equipment intended to supply a structure with raw materials, communications, energy resources and other resources. The owner of engineering communications may not prevent or hinder connection thereto if, in the decision of the relevant local government regarding construction, these engineering communications are intended for public use, the capacity thereof prior to receipt of a request for connection is sufficient and the connection takes place in conformity with the operational and technical regulations of engineering communications. All losses which the land owners and owners of engineering communications have incurred due to connection to the relevant engineering communications shall be compensated. Procedures by which permits for connection to roads, streets and engineering communications, water supply, drainage, heat energy, electric energy, gas and communications systems shall be received from the owners and regulations for such connection (including connection fees) is specified by the General Building Regulations. Procedures for the receipt of regulations for the installation, relocation or reconstruction of structures and engineering communications in reclaimed lands or places where it may affect the operation of amelioration systems is determined by the Law on Amelioration.
